Collective Redundancy: Changes to HR1 Form
Employers who are proposing to dismiss 20 or more employees from one establishment have to complete an ‘HR1’ form (note the trigger may change under Regulations to be provided under the Employment Rights Act - details not yet known).
The HR1 form has recently changed and, importantly, from 30 November 2025 can only be completed digitally, not on paper.
The changes are as follows:
- Occupational group breakdowns are no longer required: the paper HR1 asked employers to provide detailed breakdowns of affected employees by occupational groups. This requirement has been removed from the digital version.
- New redundancy reason option: the digital form adds a new reason - “Change in supply chain/loss of supply chain contract”. This expands the categories available to employers when explaining the business rationale for proposed redundancies
- Future consultation dates no longer accepted: the system will now only accept consultation dates that have already commenced or are commencing on the same day as submission. You cannot put a future date.
Employers should be aware that the digital form requires continuous completion. It does not save information until final submission, and leaving the page for more than 90 minutes requires starting again.
